Gratiot Area Water Authority

The Cities of Alma and Saint Louis working together created the Gratiot Area Water Authority. The Authority will be providing water to the Cities of Alma and Saint Louis as well as sections of Pine River Township and Bethany Township.  To create one water system, the Authority will need to:

  • Develop a new well field
  • Connect the well field to the water treatment facility
  • Expand and upgrade the water treatment facility
  • Connect the water treatment facility to the Saint Louis water distribution system; and,
  • Expand the water storage in the City of Saint Louis.
Each of these phases will be a major construction project.  The engineering for much of the project is nearing completion.  Under our current schedule, the Authority will be placing several phases out for bid yet this year. The construction of the water main on Begole Road was the first project of the Water Authority. The balance of the construction will be starting soon after the beginning of the new year.

PUBLIC NOTICE

The Michigan Department of Environmental Quality (MDEQ) has received a water withdrawal permit application by the Gratiot Area Water Authority. The proposed groundwater withdrawal of 3.56 million gallons per day capacity is for replacement of the existing City of St. Louis community water supply. Groundwater contamination resulting from a nearby Superfund site has been detected in the City of St. Louis water supply , with a likelihood of even greater susceptibility in the future. The proposed withdrawal locations are removed from the contamination area, and in the vicinity of the City of Alma community water supply wells. The cities of Alma and St. Louis have together formed the Gratiot Area Water Authority to create a shared water supply to service the neighboring communities. The proposed withdrawal wells are located in Sections 4 and 8 of Arcada Township, T11N R03W, Gratiot County.

The MDEQ provides this public notice and a public comment period of not less than 45 days before making a determination on the application. The water withdrawal permit application can be viewed at http://www.michigan.gov/documents/deq/deq-wrd-swas-glsu-gawa_ww_permitapp_454520_7.pdf
